Legal Clinic for Marshall Fire Survivors
In 2022, ECHO coordinated two phases of a Legal Clinic to assist survivors of the Marshall Fire. Renters and homeowners in Louisville, Superior, or unincorporated Boulder County whose homes were affected by the Marshall Fire, and who had difficulty dealing with remediation and/or insurance, were invited to take advantage of a free legal consultation.
The legal clinic was funded by a grant from Ascent Community Church to East County Housing Opportunity Coalition (ECHO), which administered the service and served as liaison with the provider, the STEPHEN H. HENNESSY, ESQ law firm.
Altogether, about 80 households participated in the legal clinics.

ECHO hopes that the Legal Clinic initiative helped the participating Marshall Fire survivors and that the lessons learned will benefit the survivors of future disasters. Some of the lessons learned likely are reflected in Colorado’s HB 1254, which was signed into law by Governor Jared Polis in 2023.
